Once a government decides that interventions are justified and chooses to do so, what should be the goals of its intervention measures?
What are the recommended strategies for governments to achieve these goals?

Given the relatively low quit rates even in countries where cessation interventions are available, would it be better to implement strategies solely aimed at preventing children from smoking?
